ZONAL ADVISORY COMMITTEE (ZAC) ACTIVITY PREAMBLE
The Zonal Advisory Committee (ZAC) is a Compact implementation requirement. Section 3(e) of the Governance Agreement requires the Government of Ghana “to ensure the establishment of three (3) zonal advisory committees”; one each for the three zones making up the Programme footprint. However by a resolution passed by the MiDA Board the zonal advisory process has been broken down to the district level i.e. District Advisory Committee (DAC).
The ZAC/DAC was envisaged as a mechanism to provide representatives of the private sector, civil society and local and regional governments the opportunity to provide advice and input to MiDA regarding the implementation of the Compact.
In the sense that each ZAC was required to meet at least twice in the year, each DAC shall also hold at least two meetings per year as well as such other periodic meetings of the ZAC or the respective subcommittees thereof, designated along sectoral or other lines, as may be necessary or appropriate from time to time.
Specifically, during each meeting of each DAC, MiDA shall present an update on the implementation of the Compact and progress towards achievement of the objectives. Each DAC shall have an opportunity to provide regularly to MiDA its views or recommendation on the performance and progress on the projects and project activities, any implementation document, procurement, financial management or such other issues as may be presented from time to time to each DAC or as otherwise raised by each DAC.
Each DAC shall be comprised, unless otherwise agreed by the parties of the following: a district planning officer, district director of agriculture, district chief executive officer, an elected representative of the district assembly, the regional environmental officer of the region where the district is and civil society stakeholders in the district.
The various M/District Advisory Committee meetings are filed under their respective zones.
